Application for Import Permit

This procedure is used to obtain an Import Permit prior to importation for for certain controlled products if they are imported from outside SACU.  Please check this website under ‘Measures’ to see which products this procedure applies to.  The procedure is carried out at the OBFC (One-Stop Business Facilitation Centre).  The OBFC is located in central Maseru.  Traders wishing to import goods for which this procedure applies must apply for a permit from this office.  All goods subject to this procedure must be cleared at Maseru Bridge or Maseru Station and State Warehouse (see Measures).

Before being able to import goods into Lesotho a sole trader or an enterprise must be registered as a business.  Business Registration is carried out by the Ministry of Trade and Industry, Cooperatives and Marketing.

Before being able to enter an application into the OBFC’s computer system, a trader must register on the system and obtain a User ID.

Note 1

The Affidavit is a declaration made in front of a Police Officer that the information supplied in the application for Permit is true and correct. 

Note 2

A certified copy of a passport can obtained from any government office or from the Police at no cost.

For sole traders the passport must be the passport of the registered business owner.  For corporations the passport must be of one of the directors.

Note 3

The Pro-forma invoice must be an original copy provided by the supplier of the goods in the country of origin.

Note 4

The Trader’s License is issued by the relevant ministry that controls the type of business that the trader is involved in.  Normally licenses a valid for a year.

Note 5

The Police Officer with stamp and counter-sign the Affidavit.  There is no charge.

Note 6

The trader logs onto the OFBC system using his User ID.  The system will populate the online application with basic details from the trader’s profile. 

The trader enters selected details of the goods as prescribed by the online form.  The trader may then print the final application for permit. Click here to view the application form.

Note 7

The trader collates the application form with the accompanying documents and drops them in the In-Box at the Front Office.  The trader may choose to stay to await issuance of the permit or may leave and return when ready.

The OBFC Officer will process the application and, if all is correct, will generate an Import Permit and will hand it over to the Customs Officer for onward forwarding to the border office.

When the permit has been issued the OBFC Officer will communicate the Permit No. to the trader.
